President’s Message

News on SEAOC

The State Board of Directors held its quarterly meeting Saturday, Jan. 23, 1999. The Board voted to endorse the CUREe-SEAOC Seminar on structural engineering. The seminar series will repeat last year’s pilot program sponsored by the California Universities for Research in Earthquake Engineering (CUREe) and the Structural Engineers Association of California (SEAOC). The objective of the seminar series will be to present practitioner and academic viewpoints on structural engineering to university students. Seminar information will be made available to the engineering schools within California.

Other actions of the SEAOC Board included the following:

Our State President John Shipp started his term by requesting each state committee chair to develop, in addition to the annual work plan, a "five-year plan" for each committee identifying the issues and objective of each committee organization. When the Committee plans are in full operation, SEAOC will without a doubt become one of the most formidable organizations in Northern America.

Student Night

Thanks to the organized work of the Structural Engineers Auxiliary and, in particular the fine help from Nancy Cochran and Diane Thompson, our Student Night in February was a great success. Our Education Committee Chair, Ming Yang Yeh, was able to solicit support of several engineering firms and individual members towards the corporate-sponsored scholarships. We were able to meet our goal to give one $2,000 and three $1,000 cash scholarships to four of the most promising students who represent four universities. We sincerely thank all those who have contributed to this year's scholarship fund. We hope this effort will continue next year. See separate report in this NEWSletter.

Attendance at Dinner Meetings

While attendance at our dinner meetings in Orange County and Tri-Counties has been steadily increasing in recent months, the attendance at our Los Angeles dinner meetings has been decreasing. It may seem natural that attendance at dinner meetings in Los Angeles may have been impacted by the choice of more convenient local meetings in the neighboring counties. Yet, your Board is very concerned about such a decrease in meeting attendance in the Greater Los Angeles area, and plans to take some actions. Members are asked to post meeting notices on their office bulletin boards and to encourage colleagues to attend, and share the kinship of your Association. Future plans may include group discount or free drawing tickets for multiple pre-registrations from the same firm.

 

Future Meetings

Looking ahead to future SEAOSC meetings, we will be having our biannual Computer Expo before our dinner meeting in May. Members are invited to come to meet a large number of software vendors. The program for our May meeting will be the joint meeting with the Southern California American Concrete Institute and, for the first time, the International Concrete Repair Institute. Please mark your calendar for May 5. Bring a guest with you. Support your Association!

Business Forum To Meet

The SEAOSC Business Forum/ Consulting Structural Engineers Society (CSES) will hold a Dinner Meeting Mar. 18 at Taix's Restaurant, 1911 Sunset Blvd., Los Angeles. Social hour: 6 p.m.; dinner meeting: 7 p.m. Cost: $20 at the door.

The topic will be "Engineers are From Earth, Architects are From Pluto, But Together Can We Get Our Project Through Plan Check?" A panel of architects will address how they view structural engineers and their foibles. Time for discussion will follow. Panel participants will include Ed Woll of Tomko Woll Group Architects, Criss Gunderson of Gunderson Associates and Steve Hosa of Hosa Design Group.

SEAOSC recently designated CSES as its Business Forum, which is a group within SEAOSC with special interests in the business aspects of structural engineering.

BQE To Perform ATC-50 Project

The Applied Technology Corporation recently awarded the initial phase of ATC-50 to Breiholz Qazi Engineering Inc., Lomita.

The project is being performed for the City of Los Angeles through a Hazardous Mitigation Grant Program award from the Office of Emergency Services (OES) and the Federal Emergency Management Administration (FEMA). ATC-50 was developed to provide a seismic grading system for single-family, wood-frame dwellings and also test guidelines for the rehabilitation of dwellings with inadequate earthquake resistance. Other SEAOSC members on the BQE project team are John Wiggins, president of J. H. Wiggin Co., Nels Roseland, S.E. and Craig E. Taylor, Ph.D.

In Memoriam

Floyd E. (Bo) Weaver, 76, passed away Nov. 7 from cancer in Newport Beach, Calif. A member of SEAOSC since 1951, he obtained his three-digit S.E. license in 1953. His wife Dorothy wrote, "Floyd was always proud to be a member of your group."

He received his bachelor's degree from California Institute of Technology. During WWII he was stationed in Okinawa with the Navy Seabees Engineering Corps. After the war, he worked as a structural engineer for the state of California and then started his own firm in Santa Ana and earned a master's degree from USC.

One of the original members of the San Onofre Surf Club, he surfed for four decades. He was also an active golfer and sport fisherman. He is survived by his wife Dorothy, son Casey, a brother and two granddaughters. Two sons predeceased him.
