President’s Message

One of my goals in accepting the office of the Association presidency is to bring to the membership a better understanding of the value membership. This month’s Message will focus on some of the efforts your elected officers and members of the Board have been tackling the last few months.

 The Board of Directors meets monthly at Luminarias Restaurant. Except on special occasions such as Spouse's Night, the Board meetings are held between 2:30 and 5:30 p.m. before the monthly Dinner Meeting. Board meetings are open to the membership. However, so that Board members may familiarize themselves with the subject matter in order to expedite the meeting, comments from the membership should be addressed to the Board in writing in advance of the Board meeting. The agenda for each Board meeting includes a detailed review of the current financial statement on income and expenditure, committee reports from various standing and special committees, and a review of issues and events occurring at the state level. The last part of the Board meeting covers carry-over old business items and introduction of new business items.

 At their November meeting, the Board discussed the following items for future implementation:

During the October SEAOC (state) Board meeting, the SEAOC Board voted to adopt a resolution supporting licensing of structural engineers by the State of California as a practice act. This is a departure from the long-established title act which grants qualified licensed civil engineers the authority to use the title of structural engineer. In conjunction with a nationwide movement towards licensing requirement for structural engineers through a two-tier national examination prepared by practicing engineers and towards mandatory provisions for continuing education, we may find the California State Legislature willing to consider a change of the registration law. This resolution is necessary in order to safeguard against the possibility of generic P.E. licensing and having the structural engineer authority sunset through legislative action. We call on our membership to be vocal in calling the attentions of our legislators to the need for a structural engineer practice act to protect life safety.

The future of the Structural Engineers Association of California and its member organizations rests on how well we can stay in the foreground in the development of performance-based design, and our international influence towards the adoption of the ICC code. The survival of our profession is in our own hands.

To senior members of our Association, we ask that you share your valuable experience with the junior engineers, and to encourage their participation in Association activities. To our younger members and engineers of the future, we expect you to be learned in both technical and administrative matters, and to carry the torch forward into the next century.

For your year-end tax planning, we urge you to consider donations to worthy causes of this Association such as the Student Scholarship funds co-sponsored by the SEAOSC Auxiliary and the SEAOSC Education committee (see announcement in this NEWSletter), and the 1999 SEAOC Convention which will be hosted by SEAOSC in Santa Barbara. In closing, on behalf of the Board of Directors and the staff of the SEAOSC office, we wish a joyful holiday and a happy and prosperous new year!

Dennis Wish and Online Newsletter Return

SEAOSC is pleased to announce the new newsletter for the international engineering community: SEAint Online. In the tradition of the successful Online publication SEAint Online will be closely linked to the SEAint Website and Listservice, offering the professional community intelligent discussion, the latest in software, tutorial and Web based presentations and our favorite @Home Consultant (formerly Home Alone). It will be available in both "hard" and electronic versions.Dennis Wish, P.E., will return as editor-in-chief of SEAint Online bringing with him the strong informational content and personal engineer/"computer guru" perspective that the engineering community as grown to expect from the number one Internet-linked professional publication.

"Our first issue will take an in-depth look at the goals of SEAint and theroles that the Website, Listservice and Online publication will take in molding the development of this virtual international engineering community," Dennis said in early November. "Online will help those new to Internet services to join the on-line professional community as well as to learn how to access many sources of information needed by the productive office."

"I have invested hundreds of volunteer hours in this project because I believe in its potential for shaping the future of engineering on a world-wide basis and am thrilled to be back, hard at work on our newest offering," he added.

Ideas, articles and writers are wanted by the new publication. SEAOC Names 1997-98 Fellows

Congratulations to the newest (1997-98) SEAOC Fellows named at the October 1998 SEAOC Board of Directors meeting: Donald R. Strand and Ted M.Christensen of SEAOSC; Ephraim G. Hirsch and Leslie W. Graham of SEAONC; H. Patrick Campbell of SEAOCC; and Edwin H. Johnson of SEAOSD. These honored members join 29 others named since 1994-95, when SEAOC formed a group of Fellows to honor outstanding longtime members. In addition to naming the Fellows at the October Board meeting, the directors voted to make the Fellows an advisory group to the organization, and to call it the SEAOC College of Fellows. One of the College’s first assignments will be to advise the new SEAOC Ad Hoc Bylaws Committee, which was established to review SEAOC’s current bylaws and recommend any new bylaws considered necessary.

Student Scholarship Criteria

SEAOSC, in conjunction with the SEAOSC Auxiliary, will recognize four outstanding structural engineering students with scholarship awards between $500 and $2,000 during the annual Students’ Night Feb. 3, 1999. Students from each of the Southern California and Tri-Counties universities and colleges that have a civil engineering program with an emphasis in structures will be eligible to apply through their faculty advisors. Only one student may be nominated from each school annually. All entrants will receive a one-year student membership in SEAOSC. Student memberships offer the full range of benefits offered an S.E. Member, including a copy of the Blue Book and roster.

The student may be either an undergraduate or graduate student. Criteria for nomination should include excellence in both leadership and engineering studies with an expectation of a career in structural engineering. In addition to a letter of recommendation from the student faculty advisor, the student nominee should submit his or her resume, as well as a short paper (two typed pages) on why the student is interested in structural engineering.

Nominations will be due no later than Jan. 15, 1999, at the SEAOSC office.

 

Call for Papers

1999 L.A. Tall Buildings Annual Meeting

The Los Angeles Tall Building Structural Design Council is calling for papers for the 1999 Annual Meeting to be held in Los Angeles May 7, 1999, at USC's Davidson Center. The focus is on structural design and construction issues related to tall buildings, particularly those that illustrate emerging trends applicable to all structural design projects. Topics for papers include innovative structural systems, structural design criteria (ground motion, loading), project delivery methods, improved seismic and wind analysis methods, tall building case studies, design and construction quality assurance, and structural upgrading.

A one-page abstract describing the content of the paper must be received by Jan. 11, 1999, and accepted papers are due March 22, 1999. Submit abstracts or questions to Dr. Marshall Lew, Proceedings Chair, Law/Crandall, 200 Citadel Dr., Los Angeles, CA 90040; email: mlew@lawco.com.

 

Engineers Sought for Part-Time FEMA Jobs

Since it's founding in 1979, the Federal emergency Management Agency (FEMA) has had the mission to reduce loss of life and damage to property and to protect our nation's critical infrastructure from all types of natural hazards through a comprehensive risk-based emergency management program of mitigation and preparedness response and recovery. 

In doing so, FEMA has relied on its large cadre of Disaster Assistant Employees (DAEs) to provide expertise, talent and hard work to make those things happen. This cadre includes a large number of Mitigation DAEs who focus on ways to make homes, businesses and communities more disaster-resistant. 

FEMA is looking for civil and structural engineers to take on part-time assignments as Mitigation DAE's for response and recovery projects that stem from major natural disasters including earthquakes, floods, fires and hurricanes. FEMA is also looking for hydrologists, geologists, architects and building inspectors/contractors.  

Assignments may range from one week to several months in duration. Duties may include inspection of building to assess and document damage, meetings with public officials and/or building inspectors and contractors, public speak, reviewing grants and special projects. Work assignments may be virtually anywhere under FEMA's jurisdiction including FEMA's regional offices at the Presidio in San Francisco, Hawaii, Guan, American Samoa, the Federated States of Micronesia, the Republic of Marshall Islands, other Pacific Island Territories and Puerto Rick and the Virgin Islands.

This job requires availability on short notice and the ability of the reservist (DAE) to be flexible regarding working conditions and assignments. Salary depends on level of experience.

Auxiliary Christmas Party

Dec. 12 is the day, the Jonathan Club is the place. Mark this date on your calendar and keep that afternoon and evening free. If your wife is a member of the SEAOSC Auxiliary, your invitation will be in the mail in November. If your wife is NOT A MEMBER of the Auxiliary, she still has time to join. This special party is a "Members Only" affair.

It doesn't take much to join: just an application and dues of only $15 per year! The Auxiliary is a great way to meet engineer friends and spouses, a place to MAKE NEW FRIENDS, and a place to have lots of fun. And, the Los Angeles Conservancy will lead a walking tour of Victorian houses earlier that afternoon for anyone interested.
