President's Message:
Outlook 1998
First, and foremost, I would convey the message of a most happy, productive and prosperous New Year to all of our membership. The "word of mouth" seems to be that almost every engineer I speak to is "very busy." This bodes well for all of us, our Association and the general economy. Now that we back in the saddle after the holiday season we look forward to increased activity and participation in our committee and seminar activities. Please look for the announcements of our upcoming macro-seminars in this and following NEWSletters. Attendance at our dinner meetings has been sparse the past couple of months. All members are encouraged to attend the February meeting which is also Spouse Night. Mel Green’s presentation on the earthquakes and historical structure damage in Italy should be most interesting.
I am pleased to announce that Andrew Adelman, the new General Manager of the City of Los Angeles Department of Building and Safety, will be our guest at the Feb. 4 SEAOSC Dinner Meeting. President-Elect James Lai and I extended the invitation at an introductory liason meeting with Mr. Adelman. This will be an excellent opportunity for our membership to meet this energetic, forward-looking professional engineer. His biographical information is included in this NEWSletter. We look forward to hearing about Mr. Adelman’s vision for improvement of the Building Department.
1998 Convention
Steve Perlof, Chair of our Convention Committee, and his wife Gordana, have returned from their European winter vacation and are stepping up the planning activities. We urge members to call Steve and join the committee now. The 1999 Convention, organized and presented by SEAOSC will be the last convention of the century and will be, with our efforts, the most interesting and unique event of its kind preceding the Millenium. I can attest from personal experience that the best way to obtain the most enjoyment from a convention is to be a member of the Convention committee.

New General Manager To Be Special Guest at Dinner Meeting
Andrew A. Adelman, newly named General Manager of the City of Los Angeles Department of Building and Safety, will be SEAOSC's special guest at the Feb. 4 dinner meeting. Members and friends are encouraged to take advantage of this special opportunity to meet and welcome Mr. Adelman to SEAOSC and Southern California.
Mr. Adelman graduated from the University of California, Berkeley, with B.S. degrees in civil and nuclear engineering and an M.S. in structural engineering. He also holds a Management Certificate from Harvard.
From 1992 to 1997, he served as Chief Building Official for the City of San Jose, the 11th largest city in the nation with a budget of over $15 million per year. He has received several awards for outstanding management work in streamlining building department operations. He is currently vice-chair of the State of California Building, Fire and other Codes Committees and recently completed three years as chair of a national committee on earthquake and wind design of buildings.

Member Authors New Book
"Dynamic Load Welds for the Repair of Existing Steel Moment Frame Building Damaged from Earthquake" , a 59-page report, by the volunteer group Dynamic Load Weld Task Group, is available for $45 from Sitech Ltd., P.O. Box 3532, Winnetka, CA 91306.
Members of the DLW Task Group include SEAOSC Member SE Peter Maranian, Brandow & Johnston Associates, and Associate Member James Anderson, University of Southern California, in addition to Warner Simon, Sitech Ltd., Jack Compton, College of the Canyons, and Walter Hayes, Metals Technologies, Inc.
The group’s goal was to develop weld repairs capable of sustaining the severe demands of earthquakes. Their research and testing resulted in repair methods using shielded metal arc weld overlays applied over flux core arc welds. The Dynamic Load Weld uses a tough overlay designed to take the full dynamic load if necesssary.
